These conditions govern access to and use of Richland County Criminal History. Reading its content, visiting a page, or using a search feature signifies agreement to these terms. A visitor who does not accept them should stop using the website.

NO FCRA USE. Richland County Criminal History is privately operated and has no affiliation with Richland County, South Carolina, or any other government body. Neither this site nor its advertising partners provide a service for credit, employment, tenant, insurance, or other decisions regulated by the Fair Credit Reporting Act (FCRA). This is not a private investigation firm or a consumer reporting agency.

1. What This Website Is

This is a private reference site with no government role. It neither stores official criminal files nor submits requests, performs official checks, corrects records, or files court papers for visitors.

Its content identifies official custodians for Richland County records, including the Sheriff's Department, the courts, SLED Criminal Justice Information Services, and the South Carolina Sex Offender Registry. S.C. Code §§ 23-3-110 et seq. establish SLED's repository role. They do not grant this site custody of state records.

2. Rules for Using This Site

Use of the website is conditioned on an agreement not to:

  • Use the site in violation of federal, South Carolina, or local law
  • Threaten, stalk, harass, intimidate, or discriminate against another person
  • Use site content for a decision regulated by the FCRA
  • Attempt unauthorized access to any system or account
  • Deploy bots, scrapers, or other automated collection tools against the pages
  • Interfere with site speed, security, or another visitor's access

3. No Harassment, Stalking, or Discrimination

Information from this website or a linked service may not be used to stalk, harass, threaten, intimidate, or discriminate. South Carolina Sex Offender Registry information is provided for public safety, not vigilantism. S.C. Code § 23-3-510 provides added punishment when registry information is used to commit a crime. Injury, threats, harassment, and other unlawful conduct toward a registrant are prohibited.

4. We Are Not a Consumer Reporting Agency

We are not a consumer reporting agency under the FCRA and do not produce consumer reports, official background checks, or credit reports. Neither the site nor its advertising partners provide a tool for:

  • Credit or lending decisions
  • Employment screening or personnel decisions
  • Tenant or housing screening
  • Insurance eligibility or pricing
  • Any other decision governed by the FCRA

A person who needs a legally compliant report for a regulated purpose must use an authorized official process or a qualified FCRA-compliant provider.

5. No Legal Advice

Site content is general information, not legal advice. It cannot determine how a South Carolina charge, warrant, conviction, or expungement law applies to a particular person. Seek advice from a licensed South Carolina attorney.

6. No Warranties

All content and services are supplied "as is." No warranty is made that:

  • Information is always current, complete, or accurate
  • Outside search results are complete or correctly matched
  • The site is free from bugs, errors, or security weaknesses
  • Access will remain uninterrupted

Charges may be filed, changed, dismissed, restricted, or expunged, and reporting delays occur. Nothing here is an official statement from SLED, a Richland County court, the Sheriff's Department, or another public body.

7. Third-Party Services and Links

Links lead to government pages, court portals, legal resources, and outside search services. We do not control a destination's content, availability, fees, data practices, or terms. Review the destination's rules before using it.

8. Intellectual Property

Text, graphics, logos, and code belong to Richland County Criminal History or its content partners. They may not be copied, distributed, modified, or used to create derivative material without prior written permission.

9. Limits on Our Liability

To the fullest extent allowed by law, we are not liable for damages arising from use of this site, reliance on its content, or use of a linked service.

10. Indemnification

You agree to defend and hold us harmless from claims, demands, or proceedings arising from your use of the site or violation of these terms, including related legal fees and costs.

11. Governing Law

South Carolina law governs these terms. Any proceeding tied to use of this website must be brought in a court with proper jurisdiction in South Carolina. The South Carolina Freedom of Information Act, S.C. Code §§ 30-4-10 et seq., governs public bodies and does not make this private website a government records custodian. S.C. Code § 30-2-50 limits commercial solicitation from government-held personal information.

12. Changes to These Terms

These terms may be revised. A new version becomes effective when posted on this page.

13. Cutting Off Access

Access may be limited or ended at any time, with or without advance notice.

14. Severability

If one provision is held invalid or unenforceable, the remaining provisions continue in effect. The affected language will be limited only as needed to make it enforceable.
